Oscar Alexander Brackmann (1841-1927) oli Pärnu esimene ja kauaaegne linnapea aastatel 1879-1915 ja 1918.
Ta pani aluse Pärnu kuurordi plaanipärasele arendamisele. Tema eestvõttel rajati rannapark, muda- ja kümblusravila, Waldhofi tselluloosivabrik ning asuti rajama kanalisatsioonisüsteemi.
O.Brackmanni linnapeaks oleku ajal sai Pärnu raudteeühenduse Valga ja Tallinnaga, esimese linnana tolleaegsel Tsaari-Venemaal võeti kasutusele elektrivalgustus. Väike kaubalinn sai tuntuks nii kuurort- kui ka tööstuslinnana.
Mälestusmärk valmis 1991. aastal. Autor on skulptor Mati Karmin.
Tema eestvõttel rajati rannapark, muda- ja kümblusravila, Waldhofi tselluloosivabrik ning asuti rajama kanalisatsioonisüsteemi.
