In 1985, a plot was\u00a0<\/span>allocated<\/span>\u00a0for the construction of an office building for the Resort Group. It\u00a0<\/span>was completed<\/span>\u00a0in 1987 and has now\u00a0<\/span>been completely rebuilt<\/span>.<\/span><\/span><\/strong>\u00a0<\/span><\/p>\n

There was no permanent building on this site before. There was only the silicate auxiliary building of the sanatorium block, now\u00a0located\u00a0at\u00a0Supeluse\u00a024, at the back of the plot. Its walls\u00a0were used\u00a0when an administrative building for the newly formed\u00a0P\u00e4rnu\u00a0Resort Group\u00a0was constructed.<\/span>\u00a0<\/span><\/p>\n

The combined institution\u00a0was formed\u00a0at the beginning of 1974, when three\u00a0P\u00e4rnu\u00a0sanatoriums \u2013 “Estonia”, “Rahu” and “S\u00f5prus” \u2013 that had previously\u00a0operated\u00a0independently\u00a0were merged\u00a0with the Mud Baths and the Resort Club (beach salon or resort hall) as supporting units. The aim was to bring them under a single management to increase productivity \u2013 by\u00a0establishing\u00a0a common warehouse management,\u00a0consolidating\u00a0the vehicle\u00a0fleet\u00a0and unifying supply systems. The official name was the\u00a0P\u00e4rnu\u00a0Resort Medical and Recreation Facilities Group.<\/span>\u00a0<\/span><\/p>\n

As the central management needed central office space, the search for the most suitable location for an administrative building in the heart of the resort zone began in the new decade. A property on\u00a0<\/span>N\u00f5ukogude<\/span>\u00a0Street, which was already on the balance sheet of the Resort Group,\u00a0<\/span>was chosen<\/span>. Since the main part of the construction work\u00a0<\/span>was done<\/span>\u00a0by the group’s own construction brigade, the two-storey building\u00a0<\/span>was completed<\/span>\u00a0quite quickly. It\u00a0<\/span>was opened<\/span>\u00a0in 1987 and the completed building had 18b\u00a0<\/span>N\u00f5ukogude<\/span>\u00a0Street as its address.<\/span><\/span>\u00a0<\/span><\/p>\n

The main body of the building\u00a0<\/span>contained<\/span>\u00a0office space. A caf\u00e9 with a large dome-shaped skylight\u00a0<\/span>was located in<\/span>\u00a0the part of the building on\u00a0<\/span>Supeluse<\/span>\u00a0Street. A hall with a similar dome-shaped skylight\u00a0<\/span>was built<\/span>\u00a0on the second floor. The architectural elements of the specially designed building blended harmoniously with the old building next door.<\/span><\/span>\u00a0<\/span><\/p>\n

After the restoration of independence, a popular 24-hour alcohol shop opened in the caf\u00e9\u2019s premises in the 1990s. The resort’s management continued in the wing in the courtyard, where the administration of the “Estonia” sanatorium was also\u00a0<\/span>located<\/span>. Then the Trade Union Confederation, which became the owner of the building, decided to sell it to private ownership in early 2000. The new owner renovated the building and opened a guest house “Villa Delfine” with\u00a0<\/span>20<\/span>\u00a0rooms here.<\/span><\/span>\u00a0<\/span><\/p>\n

\"\"This guest house came into the media spotlight in 2008, as the city government undertook a process that was unprecedented in Estonia. Namely, an extension built by the entrepreneur without a proper building permit was going to\u00a0<\/span>be demolished<\/span>\u00a0despite the owner’s opposition.<\/span><\/span>\u00a0<\/span>
\n<\/span><\/p>\n

The reason was the building’s recent expansion, when the part of the building on\u00a0<\/span>Supeluse<\/span>\u00a0Street\u00a0<\/span>was rebuilt<\/span>\u00a0in 2006, now as a three-storey building. Although this construction activity had the necessary approvals, the developer had also constructed an\u00a0<\/span>additional<\/span>\u00a0floor on the preserved courtyard wing. There was no building permit for this, and the\u00a0<\/span>additional<\/span>\u00a0floor\u00a0<\/span>was built<\/span>\u00a0despite injunctions and fines from the city government and opposition from neighbouring property owners.<\/span><\/span>\u00a0<\/span><\/p>\n

\"\"Since the hotel’s owner, who had changed in the meantime, refused to demolish the illegally constructed floor themselves, and the <\/span>initial<\/span>\u00a0legal protection\u00a0<\/span>was revoked<\/span>\u00a0in the next court instance, the city government decided to begin enforcement proceedings through forced demolition. The saga culminated on 21 April 2008, when Mayor Mart Viisitamm personally visited the site. The demolition took six weeks, and the owner of the hotel\u00a0<\/span>was charged<\/span>\u00a0for the cost of the works as well as the legal costs, which totalled at more than a million\u00a0<\/span>kroons<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n

Today, the disputed third floor has\u00a0<\/span>been rebuilt<\/span>\u00a0based on the detailed plan adopted by the following city government in 2015.
